This is off-topic here.

Start gdb with the exe [ gdb a.exe RET ] and then in gdb type `r
a.conf' -- this is the way to pass commandline args.  This is clearly
stated in the documentation:

The *arguments.*
     Specify the arguments to give your program as the arguments of the
     `run' command.

The manual is your friend.
