 Make file (OS/2's nmake) and rcs

I've changed the make file for ICC (Vers. 2) for using rcs in a simple way:
An additional dependency (of all *h and *c files):
xxx.h               co.exe xxx.h,v

This works OK but not fine since after a "co" the date was setto the new one :-((
This means I don't need the dependencies, all has compiled newly. Has anybody
a solution for this trouble?
(Sorry, I cannot move the compiler because of many special features used)
