 HELP: asm 32bit loader

i need to know how to
write a command line loader
program to load a 32bit piece
of software...

some problems:

i dont want to allocate memory
at runtime, i would rather just
load it all, but dos forces that
damn relocation so your entire
file has to fit in 640...

how do i negotiate tlink (3.0 :()
when it gives me a dos 1meg relocation
error?  is it possible...
i got djgpp but found the assembler
to be more than cryptic right now...

any help will be thanked tremendous
loads!
