BACKGROUND:

On December 5, 1994 the U.S. Department of Defense (DOD) implemented a new
software standard, MIL-STD-498, SOFTWARE DEVELOPMENT AND DOCUMENTATION.
Following Secretary of Defense Perry's June 1994 memo, however, DOD
organizations had to issue waivers to invoke the new standard on DOD
contracts.

In Feb. 1995, the U.S. Air Force and Navy issued waivers permitting the
use of MIL-STD-498,  until December 1996. It is appearing now in many US
DOD Request For Proposals (RFPs)! The US DOD is also moving away from
MIL-STDs, toward non-government standards created by the EIA, IEEE, ISO,
etc.

On August 1, 1995, the International Organization for Standardization,
ISO, implemented ISO 12207, Information Technology - SOFTWARE LIFE CYCLE
PROCESSES. The U.S. is currently attempting to "Americanize" ISO 12207,
and create the U.S. implementation of ISO 12207.
