who set "set tz=....." command orignally

Warp 4 sets it that way by default.  If you want it set to a time zone other than Eastern Standard Time, you have to do it yourself.

hi:
several days ago I sent the message that how to convert local time to gmt? right now I find the command "set tz=est5edt" in os/2
enviornment.( i am in east amercia), so I know we have 5 hours difference between gmt. but now I don't know who set this command
originally, who can tell me?
    thanks very much.
