Does someone knows if there exists a compiler for PL/I on a PC with Win
98 or Windows 2000.

It has to be win 2000 (or NT)

Windows NT or Windows 2000. IBM have pulled all Windows 9x support. Programs
developed using VA PL/I will run on W9x, you just can't develop on it.
