What do the terms Signed and Unsigned mean?  e.g. an unsigned integer

Unsigned : Can not be smaller than zero (negative)

signed   : Can be smaller than zero.

Since the sign uses up one bit of a signed value, a n-bits integer number
has the following ranges

as signed   : -(2^(n-1)) ..... 2^(n-1) -1
as unsigned:  0.. 2^n -1
