 Help Requested - How to avoid Time-Out when Network becomes unavailable

Is there a solution to trapping a message or exception when an application
is accessing a DB over an network on a shared drive and suddenly this
shared recource
becomes unavailable.

In normal situations there would be time-out for about 45 seconds. Is there
a way of realizing that the network resource has become unavailable
straight away and avoid that lengthy time-out
