I develop both 16 bit (ie for Windows 3.11) and 32 bit (Windows 95/NT)
applications on my PC.  I use Delphi 1.0 for the 16 bit and Delphi 3.0
for the 32 bit.  Both Delphi 1.0 and Delphi 3.0 come on the Delphi 3.0
CD.

If you buy Delphi 2 or 3, Delphi 1 is included in the same CD. With
Delphi 1 you can create application that run on Win 3.1. I use Delphi
1 to make applications and it is installed on Windows 95. So, YES, you
can.

I'm doing it and it works - so the answer is YES - but be careful if you
get too close to the Windows API - there are some subtle differences.

There is a problem...  Win98 is removing some of the 16 bit support, and
I hear that eventually (when 95 moves to NT, it will be completely
removed....)  --  Upgrade, it's worth it (sides, I wouldn't trust a 16bit
peice of software on my system...)
