 windows DLLs, using JPI Modula V3

I'd like to replace Windows' Mouse.drv mouse driver, which I am assured
is a straightforward 16-bit WIndows DLL. Has anyone any experience of
producing windows DLLs using this language?

If I can't do it in M2, what's the easiest-to-use compiler for the
purpose? I speak C, but rather reluctantly!
