 LOGO-L> Identifying Pixels

In order to use an obscure means of exploring the
relationship between the diameter and circumphrence of
a circle. I would like to be able to have the turtle
(in UCB Logo) be able to tell when it is going over a
line. Unfortuneately I can't find a procedure to do
that. Is there any way?
