 Hardware Detection and Initialisation via RS232 serial port.

I need to perform the following steps to initialise a piece of
hardware:

i)    Switch to 1200 baud
ii)   Hold the RTS line low for 100ms and return to high
iii)  Flush the serial port buffer
iv)   Send a 'c' character to the hardware
v)    Wait for 'o' character acknowledgement
vi)   Send a 'd' character to the hardware
vii)  Wait for 'd' character acknowledgement
viii) Switch to 38400 baud

If anyone can help with any of these steps (particularly toggling the
RTS line with a delay), then that would be great.
