 Is BASIS-17's Error Handling descriptions correct?

Hi all!
In BASIS-17's Error Handling proposed to use "error interception
frame" on the return stack to remember depth of data and return
stacks in CATCH points.

What is "error interception frame"?

How to implement it and avoid possibility of some data on the
return stack and "error interception frame" likeness?

Is latest dpANS proposes to use just "error interception frame on
the return stack"?
