 UNC's Still Don't Work?#$%

I still cannot get Clarion to use UNC pathnames.
I have simplified the problem to see if Clarion seems to even accept
them at all:
    Problem:

            exe= \\apps\data\newapp\newapp.exe
           .dat=\\apps\data\newapp\*.dat

        Windows95 Shortcut (.lnk)=
                                \\apps\data\newapp\newapp.exe
                         16Bit exe because 32 bit gives (cif$Filewrite)
error
                                working directory=same as exe
                    Dictionary only contains Filename. All Paths removed

            Program contains an embed tmpvariable=PATH() statement,
            and displays tmpvariable to show current path.

Click on shortcut, and:

            Path=C:\WINDOWS\DESKTOP, and program fails.

        More Tests:

            Change Working directory on Shortcut (.lnk) to a mapped
network drive..i.e.
            x:\newapp.          Works fine...and path()=x:\newapp

            Change it back to \\apps\data\newapp, fails, and
PATH()=c:\windows\desktop.

embed            setpath('\\apps\data\newapp') fails.

    Has anyone succesfully used UNC path names in a server environment
instead of
mapped drive letters. I need to know if this is a C5b3 problem or a
non-supported
function of Clarion, or a mistake on my part......
