32 bit Indicator on some of the Files In The Dictionary

I have a data dictionay that has some of the files set to the 32 bit
option on the file properties screen. However, I am unable to set it
on, on other files or turn it of on the files that are set to this
status.

Questions:
 How is this option set.
How is this option turned off.
Does it really do anything. (Help indicated that it is to be used for
sql.)
Does it hurt anything if it is set on tps files.

thanks in advanced
