 Keyboard shortcuts on Toolbar control?

I have a Toolbar control on one of my forms, and I want the buttons on the
toolbar to have keyboard shortcuts (e.g. Alt-Q for the Quit button).  For
normal button controls this can be accomplished by putting an ampersand
before the hotkey character (e.g. &Quit).  This does not appear to work with
buttons in the Toolbar container.  Is there some other way to accomplish
this, or am I using the wrong control?
