 Creating time-lapse AVI movie from SNAPPY stills?

I want to use the "Snappy" frame grabber device to create a time-lapse
movie.  Snappy provides a VBX to allow you to write a VB app that grabs
the video feed and save the pictures.  But how does one take these
individual picture files and create an AVI movie?  Is anybody aware of
any VBX's or shareware programs that do this?
