Setup VB 4 on Windows 3.1 machine

I'm trying to setup a VB 4 16 bit program on a windows 3.1 machine. I keep
getting an error message CANNOT START MAIN SETUP PROGRAM! Winexec() returned
error code 000AH.

I've tried this on 2 different 3.1 machines with the same results. Any help in
locating the solution to this problem or general setup problems for VB 4 with
Windows 3.1 would be appreciated.

What version of VB4 do you have?  If it's Standard, it's 32-bit only and you
will not be able to install it under Win3.1.
