 copyright law and software

I have a question regarding the copyright law and software. As I
understand it there is a distinction between copying functionality and
source code, and that functionality can be copied at will ??.

If I for example were to make a program that was very similar to IE5
both in functionality (reading Emails ) and layout (toolbar, inbox)
in VB would I then be braking the copyright of the Microsoft product?
(I take it, that IE is not written in VB and therefore source code
would be different).

Are there any resources online about this subject that can be read and
understood by no-lawyers.
