 Sleeping in VB 16

In 32 bit Visual Basic 4, I use the following code to provide a
procedure to delay a specified number of milliseconds :-

Option Explicit
Private Declare Sub Sleep Lib "kernel32" (ByVal dwMilliseconds As Long)
Public Sub Delay(sMilli As Long)
    Sleep sMilli
End Sub

This works very well!

Unfortunately, I need to produce a 16-bit VB application, which needs a
similar capability. I can't use the kernel32 DLL from 16-bit VB!!!

Does anybody know what I can do to obtain the same functionality in
16-bit VB, short of programming my own DLL in C++ (which I would prefer
to avoid).
