It occurs on two seperate systems, using VB5, SP3 on Windows/NT, SP4

About 75% of the time, when I bring up a project, keyboard functions (such
as Shift-F2 to go to a procedure, or even Ctl-C or Ctl-V to copy/paste)
don't work until I first display the help from the menu.  Then everything
works fine!

This problem seems to have started only a month or so ago.
