 VB 4 16-bit setup wizard and Win 3.1

I've noticed that VB 3 won't allow you to use setup disks on a system
using Win 3.1 when the developer's system uses Windows '95? Does this
problem also exist for VB 4 16-bit? Can I use VB 4's setup wizard to
create setup disks and then use those disks on a system with Win 3.1 on
it?
