Setting System colors from VB application

 Setting System colors from VB application

Hello all,
   does anyone know how or is there any 3rd party custom control that will
permit
me to change the windows default system colors for 'borders, start buttons,
etc..
like one can do from the control panel display properties icon. But instead
directly
from a vb application. Simular to setting a backcolor but instead affecting
all of
windows, say to set everything in windows as a whole to red or something
along those lines.

  if anyone has an idea or how to do this or knows of a custom control ocx
i would like to hear about it. thank you
