 VB 4.0 PRO installation on a WIN 3.1 machine - REGOXC16 errors

Could someone please explain why I might experience four "close or
ignore" error messages while trying to install VB 4.0 PRO (16-bit) on
a clean Windows 3.1 installation?

A friend of mine at work mentioned that this topic has been addressed
here, but since I am new to Visual Basic, I have not been reading this
newsgroup until today . . . thanks in advance.
