Where can I find information about video capture
in Visual Basic with a Video/Tuner board
(like MIRO PCTV for example) ?

I just want to capture a small portion of a frame
at any given time into a memory portion for
further processing (OCR). More exactly, I would
like to extract stock quotes from a ticker.

I have seen that video for Windows is available,
but I have no idea where to start.

Any sites, books, consultants ?
