 Winsock & IP vs 8-bit data

Am I right in thinking that TCP/IP is basically intended for 7-bit
(ASCII) data?
If I need to send 8-bit (binary) data via the Winsock Control, do I need
to preprocess the data (like UUEncode'ing it) or will the Control do
this internally.  Which would result in lower network traffic; sending
it raw and allowing the Control to encode it, or encoding it first and
sending the hex'ed version?
