I have seen many posts about this error message and thought I would relay today's hassle. I have a program which runs quite happily. Today it said (you've guessed it) 'Cannot load or register OCX threed16.ocx'. After some digging it seems that the OCX had been registered onto a shared drive and the machine was not running. Why this should have happened is a mystery. I edited the registry and everything now works.
