 DICOM J2K COMPRESSION - ANY SOFTWARE TOOL TO LINK WITH LEADTOOLS?

Despite getting the LEADTOOLS J2K compression add-on in April of 2002,
LEADTOOLS haven't yet developed support for wavelet compression of
DICOM format files (current medical imaging suite - version 13). The
DICOM format is a very important development in the medical imaging
sector as it provides for a standard to allow access to images on
medical equipment.  In my current work environment, most existing
equipment and all new equipment is DICOM enabled.

However, as some cases may contain hundreds of image files eg. CT
machine - cases of around 300-500 image files (approx. .5M size each)
are not unusual and can result in transfer sizes in excess of 250Mb.
Hence the importance of vector compression software that can reduce
the size by around 30-40 to 1 with good image quality.

I've been involved in using LEADTOOLS for developing imaging system
but this is a serious drawback of the suite.  Transferring images
without vector compression is folly.  Unfortunately I can't turn back
now.  What I'm looking for is a software tool for compressing images
using wavelet compression that doesn't cost an arm and a leg.  It
needs to handle 12 and 16 bit DICOM files.  Would prefer an active X
version that can link into VB 6 or C++.
