 Adding a new tab to the file's Properties

Hi all:

Does anybody have any idea how to add a new tab to the file's
Properties, except for the General, or any other tabs it may have?  By
the Properties I mean the thing you get after right-clicking the file,
say in the Windows Explorer, and chosing Properties on the menu that
pops up.

There is a shell extension called File Annotater, that could do that,
so it can be done.  And I wonder how.
