 Can VB be a "Graphical" DBMS ???

Dear All,
        I am now preparing my final year project  on Image Capturing & Managing
System and am considering whether to do this project under VB or not.
        The goal of this project is to capture an image into the .bmp
format or something else through the use of scanner.Then we have to open
the .bmp in VB and cut part of the image out . With this cut-out, I have
to find  out whether there are some .bmp's' in a .mdb  or other database
file containing the same cut-out within a certain percentage of
differences(error).
        Since I am new to VB , I am not sure whether this project can be
finished under Visual Basic or VB can fullfil the requirements?
        Any guildlines/advices  will be much appreciated.
