 VB3 to MS Access 2 - Where's the Compatibility Layer

I'm writing several databases and I need to find the Compatibility
Layer. I've searched high and low through the Net but can't find it.
Please help!

I think you can ftp it from ftp.microsoft.com in /softlib/mslfiles.  Pretty
much everything else is there.
