 VB 4.0 & SQL*Net 2.0 Problems

I'm having a problem getting SQL*Net 2.0 and VB 4.0 working together.
The problem is getting them to work together in the VB development
mode.  Every time I try to connect to a database (Oracle 7 on UNIX), I
get an error indicating that the TNS:service is not avilable.

Yet, when I compile the exact same code into an exe, I have no problem
connecting to the database.

Anyone out there with any ideas.... I'd be thrilled with a response.
