 Please take 3 minutes to help out a newbie!

Hello there,
For my 4th year thesis next semester, I'm putting together a financial
database. I was told the easiest way to do this was to use a fourth
generation language.
Basically, the program will just be monitoring the values in a database,
and informing the user when certain situations occur (e.g. one value exceeds
another by some pre-specified amount). I would like to implement a real-time
feed of information also, but this is not necessary.
I was wondering if Visual Basic + MS Access (+ OLE?) would allow me to do this.
At least, would this combination allow me to put together a database which
would behave as I mentioned (IF statements are the main problem...), and an
interface for it?
I would REALLY appreciate a quick response from anyone who knows.
