error 3170: Installable ISAM

Ok....so i've read everything about this error but nothing seems relevant to
my problem... I've written a Vb project + am using installShield to package
it... all dependancies have been checked... the package has been built. I
install and run the software on a test meachine.... when the project
accesses the data control the error message occurs.. ... which dll's does it
refer to?.. the references i've found relate to excel, fox pro, dbase etc...
