Won't the CopyFile API work?

If not then:

OPEN FromFile$ FOR BINARY AS #1
OPEN ToFile$   FOR BINARY AS #2
  Bytes& = LOF(1)
  WHILE Bytes& > 0
    Chunk& = MIN(Bytes&,1000000)
    GET$ #1, Chunk&, D$
    PUT$ #2,       , D$
    Bytes& = Bytes& - Chunk&
  WEND

CLOSE #1
CLOSE #2
