Problem: Win 3.1 crashes with PB 3.1 programs

They work fine on my computer (the demo version, anyway). I had this
problem with my C++ compiler before, but the problem seems to creep up and
simmer down in a repeating pattern. My solution is not to work under
Windows when it's acting weird, and when it doesn't, work under Windows.
