  Possible? Yes! Easy? No. There is a library from crescent software
  that will assist you in doing this, other wise get a DOS tutor and
  make sure it covers TSR's.

Crescent Software's "P.D.Q" vs. 3.x makes this pretty straightforward. Go
for it.

 Sorry, I don't personally know, the company may not even be in business
 anymore, but Glen or one of the other Basic oldies should know.

 And if not there is info on Crescent in Winer's Basic book archive,
 available from

Yes.

There is a product called QBRES. It is a library to use with QB to
create TSR's. I've used it and it works fine. Can't remember who
publishes it off the top of my head but its fairly old.
