Ummm, by instruction set are you referring to perhaps the
command set used by ISPF?
Normally, (in this venue anyway) the term "instruction set"
refers to that of the System 360/370/390 processing
complex.
If it's the former, then there is a manuscript at IBM's
bookmanager site dealing with ISPF and edit macros and all
kinds of other goodies...
