 Problem with Disabling MACRO Warning

I know this sounds like a fairly common question but the answer is that

it's the age old problem of disabling the "Disable Macro" query in Outlook.

2 things are recommended

(1) Set security to Low
(2) Publish the form rather than open it from a template. (or get it
digitally signed)

None of these options work. The message keeps popping up irregardlessly on
both my machine and ALL clients. The forms are published in the Exchange
server under Org Folders. I have also associated with the folders in
question. Security is set to LOW....

Any other suggestions?
