 Repost - Can't control where A97 places command bars, they get stacked

I don't understand the way that the command bars in A97 manage
themselves. I have a custom command bar places to the right of the built
in command bar, but frequently Access moves the custom bar to a second
tier. There is plenty of space between the two command bars, and if I
manually drag my command bar up, they do merge into the same level. I
have fooled with trying to force the custom bar to the top with the
built-in constants, but that only assures that it gets placed at the top
of the screen (for instance) but will still put it on the second tier of
the structure.

Is there a way to get it to behave better than this?

Michael,

Have you tried turning off the built in command bar and incorporating the
features of the built in bar into your custom bar.  I've found this is an
easier solution than working with both.

Hi Cathy -

Yes, in production this particular app will just have one custom toolbar
in place, and the built-in toolbars will be put to rest. But as a
developer, I'd like to know if there are options or commands out there
that would allow me to gain control over the way that these things are
working.

A more likely scenario for me would be the possibility of having two
custom toolbars up at the same time. If I can't keep them from stacking,
I would have to bag this very useful option.
