Is it possible to view the Inbox Rules that a user has set up???

We are running Outlook 98 and Exchange 5.5

Is it possible to view the Inbox Rules that a user has set up???

I've tried using the Exchange Admin program and coding using the Outlook,
CDO and ADSI object models.

Any ideas???
Thanks
