Failure starting Access runtime 97 with Office 2000

I have a user that uses my runtime version of Access 97 with Office 2000.
After logon he receives an error message "Current useraccount does not have
the permission to convert or activate the database". I am using the same
database at other machines with Office 2000 without any problem.
Any idea what is wrong?
Thanks for any hint.

Is that user joined to a different workgroup than your other users?
You might use the wrkgradm.exe utility to make sure that he is joined
to the correct .mdw file.
