 Disable "Add button" from toolbar

Hi

I am trying to prevent users from editint their toolbars in Word 2002 (XP)
but so far I have only managed to prevent them from moving or editing their
toolbars. Can I remove the small arrow at the end of every toolbar that
gives the ability to Add or remove buttons?
