References: Update References in MDE to other MDEs
Sorry, cannot be done. If you update the referencee, you
will also have to update the referencer. No workaround for
this, at all, in VBA.
The doubting folks can actually install the VBA SDK itself,
available from MS, and when they see the implementation of
referencing host projects from other host projects and how
you cannot expect to keep a compiled state when the
referencee is updated, they will understand that it cannot
be done.
