 Programmatically delete Deleted Items folder once a day

I'm trying to, once a day, automatically empty my deleted items folder.  I
guess that involves 2 questions:

1. Can I somehow get an event in outlook to run once a day (without showing
up in the calendar, every day)? Or do i somehow need to incorporate into
Scheduled Tasks in Windows?

2. How can I programatically empty the deleted items folder?

BTW - Win XP, Outlook 2000
