Standard v. Daylight Savings Time Function

I'd like to build a procedure that will produce the time in different
time zones. For example, New York, Chicago, Los Angeles. The "DateAdd"
function in Access works well, except that it does not "know" how to
adjust for Standard or Daylight Savings Time. I do not need the function
to alter my computer's clock since I live in a state which never changes
the time. Could you help?
