In Access 2000, Visual Basic Editor,  the add-in VBA Error Handler will only
update the Date ($$D) and time ($$T) tokens on existing error handlers.   No
other token or part of the error handler will update.   Please, any ideas
will be greatly appreciated.  Thank You.

Items of note.
1. Adding an error handler works fine.
2. Updating fails under all varieties of templates, including the default.
3. Have noted and applied applicable parts of MS Q190212 to this situation
(VBE) noting the add-ins are in
KEY_CURRENT_USER\Software\Microsoft\VBA\VBE\6.0\Addins.  But registry
exports/imports have no effect.  VBA Error Handler Update still fails under
all types of user logins, including the user of the installation and local
administrator.
4. C:\Program Files\Microsoft Office\ODETools\V9\ODEAddin.dll  is Product
Version 9.0.0.8819, Product name "Addins for VBE"
