 Revision Numbers in Footers

I'm producing a technical manual (some 300 pages and 14 chapters) that will
require (prob. minor) amending for the client every 3 months. The footers
are required, by law, to show 'Issue Number', 'Issue Date', 'Effective Date'
and a 'Replaces Issue No.:' as well as the usual chapter/page numbers.

I'd like to know if there is a way to assign unique fields to individual
pages since, in all probability, amendments will be to just one or two pages
within a chapter. As the chapters are quite long it is not practical to
re-issue the whole of each chapter (sadly, we're still on paper
distribution!), so just the affected pages need to show their new revision
details. In addition (just to be complicated) the client wants to see black
sidelines by the amended text.

The recent  thread in formatting.longdocs "Same Date/Revision insertions in
multiple Headers
(Footers)" seems to be part way there. My thoughts are along the lines of
some sort of search for use of a style, having applied each revision with a
unique style (the style adding the side border, unless track changes is
considered better?). However, I understand so far that STYLEREF reproduces
the text associated with the style and is also limited in that it cannot be
constrained to look only at a single page. but searches for the (if
switched) last use of a style - not good in this situation.

Obviously, this would have to be a dynamic system as a revision could well
spill on to a new page or pages.

Any ideas would be very welcome indeed. I suspect I can't be the first to
look for this function, but need to know if perhaps Word is not the best
tool.

If that's not enough to ask, some system of linking the updated, unique
footers to an "Effective Pages" list showing each page's revision status
would be even better still.

The side markings can be handled by tracking changes.
