 'Send but not receive' synchronization?

Hi All,

I've created two Outlook folders within Outlook:
1)within my mailbox (so that custom forms can be posted to it when
OFFLINE)
2)within the Public Folder (so that custom forms can be posted to it
when ONLINE).

I don't want to synchronize them together (via Favorites) because the
Public Folder contains several hundred forms that take up too much
space and download time. Ideally, when the client is online, I want be
able to automatically SEND (or move?) from the mailbox sub-folder to
the folder within Public and NOT receive any forms back.

We have Exchange 5.5 with Outlook 98 and 2000 clients.
