 Error 2468 - "you can't carry out this action at the present time"

While running a query for a report, I get the 2468 Error.

One of the columns in the query is a function that has the following line:

DoCmd.OpenForm "rates", , , , acFormAdd, acDialog

if the particular "rate" was not found.

Why this is happenning and is there any workaround to this problem?
